Wilford faces federal charges for possessing bullets in his property after the March deadline passes. Anyone who has bullets in their property is now legally a terrorist. He faces looming jail time in Guantanamo Bay, Cuba with the rest of the new bullet terrorists. President Kris Kitty Kleptomaniac declares any United States of America citizen who does not have $1,000 in the bank a public charge. The new public charges are stripped of their United States of America citizenship. Wilford loses his United States of America citizenship when he falls below the money limit as he loses his legal rights. A Dump-water prosecutor allows him to avoid extensive jail time by pleading guilty and spending two years in Guantanamo Bay, Cuba with the other bullet terrorist.

Wilford's niece Ita is forced to take a plea deal to avoid jail time. Now she is all alone in México. Wilford is afraid of what will happen to his niece, who is all alone in México. Wilford cannot do anything since he is in jail receiving a torture session each day of his prison sentence. Wilford meets a mysterious character named Kendall who gives off a bad vibe and wants to know more about Wilford. He tells his new friend Kendall all about his life before he came to the Guantanamo Bay, Cuba prison.
