唐僧师徒正在赶路，遇到观音菩萨，提醒说前方是灭法国，国王决心要杀一万个和尚，正好差四个。

悟空进城偷出几身俗人的衣服，师徒几个换上，进城住店，睡在一个大柜子里。

悟空存心淘气，在柜子里说自己有几千两银子，被贼人听去。睡在柜中的师徒四人带马被连夜偷走。

城中官兵抢回柜子，准备第二天献给国王。

唐僧害怕国王要杀他们，要悟空想想办法。悟空便跑出去，把皇宫所有人剃成大光头。

第二天，国王醒来大惊，意识到自己杀僧不对。

后来打开柜子，见到唐僧四人时，国王不但没有杀他们，还拜唐僧为师，送他们安全出城。
